Personally I have never had problems with Toggle Bit Codes because the guys I program for use Pronto and Nevo Remotes (I have not tried the Nevo's with the below code type but they work with short RCx codes) which can use a shortened Hex Codes that removes this problem.

e.g. Digit 1 would look like this on Pronto,
616A 0000 0000 0001 0074 0000

I have never programed an RTI Remote so I can't help much but if there is nothing in the RTI Software to overcome this problem I would test all of T=0 codes by testing the same code sent twice in a row to see if they work both times.

If they don't work two or three times in a row you would need to alternate between the T=0 and the T=1 codes for those codes.
