don't know about tonto, but i would guess it's something similar to how it's done in pronto edit:

open your ccf >
expand HOME >
doubleclick system properties >
select the Hard Keys tab >
click on the representation of the desired Hard Key.


this will set the global properties for the Hard Keys. any Hard Keys changed in Device Properties (per device) will override that Hard Key for that device only, all Hard Keys in other devices will remain set to the Global parameters unless changed within that devices Properties, as well.
