I'm a member of a chapter and have been asked to help in coming up with a webpage.
Is there a free HTML viewer/editor that can be downloaded to try my hand at some ideas?
And any tips on what to avoid when designing a webpage and how to make it the most friendly to internet users?

If you know what you are doing you can just use anything (like notpad) and save as .html, then use edit and notepad to edit and dblclick to open in your browser to see how it looks
You can also use word (for a bit fancier layouts) and then save as HTML
