To answer your question, no, there is no remote that can learn IR and RF. IR, yes. RF, no.

Joe is right about URC Pro remotes, you can select IR or RF for each device. However, you need a URC RF receiver at the other end that will convert the RF into IR. So it is still basically an IR remote.
