I'm an installer and I've previously installed Nevo SL's for clients but not Nevo S70's. I'd like to recommend Nevo S70's to clients if the following can be done:

I understand how to connect each of the devices below in order to detect if a Television is in standby status (i.e. TV is drawing minimal current)

Xantech CSM1
Xantech CBCSM1
Nevo Voltage Sensor 1039
Nevo Connect

you will also need a Xantech 781ERG 12v power supply for the cbcsm1

 
Example scenario is:
- LCD TV located in upstairs bedroom.
- DVD Player and Nevo Connect located inside cabinet in lounge.
- Multiroom system relays IR commands from bedroom to DVD Player in lounge.
- User wants to watch DVD Player on the TV located in the bedroom.

side note: currently the 'Watch DVD' activity on the Nevo SL's has an 8 second delay after the 'discrete' TV POWER ON command is sent to allow the TV to come out of standby before performing any other functions on the TV. I wish to negate this 8 second delay IF the TV is NOT in standby by using S70's and the Xantech / Nevo equipment combination above.

 
You can set this up easily using the if/then statement option

So I have 2 questions:

1. For an activity such as 'Watch DVD' selected on the S70 I would like the Nevo Connect to relay the voltage status response of the TV in the bedroom back to the S70 so that...

IF the TV is in standby status (i.e. TV is drawing minimal current)
the S70 directly (i.e. NOT via an emitter on the front of the TV)
sends the 'discrete' TV POWER ON command to the TV
ELSE the S70 does NOT send the 'TV ON' IR command to the TV
because the TV is NOT in standby status (i.e. TV is drawing high current)

.... then continue processing remainder of the Macro
(I 100% want to avoid placing any IR emitter on the front of the LCD TV).

That will work just fine.  You just need to setup the bedroom tv i/r codes to output directly from the remote, instead of assigning it to a port on the nevoconnect.

2. Is it advisable to have:
i. the Nevo Voltage Sensor 1039 located in the bedroom connected
via cat5e to the Nevo Connect located inside the source equipment
cabinet in the lounge.
OR
ii. the Xantech CBCSM1 in the bedroom connected via cat5e to the
Nevo Voltage Sensor 1039 & Nevo Connect located inside the
source equipment cabinet in lounge.

locate the nevo voltage sensor with the nevoconnect. all you will need is 2 conductors of a cat5e from the Xantech CBCSM1 connecting block to the 2 pin connector on the nevo voltage sensor.  If you decided to put an i/r emitter on the TV, you will also need another pair of wires to extend an emitter. 

One other thing...  you may need a second nevoconnect to extend the wireless range if the bedroom is too far away from the main nevoconnect.
