I can confirm (from bitter personal experience) that a US version Q50 cannot communicate with a European NevoConnect NC-50.
Although there is a tab in NevoStudio Pro to set the default product region of the Q50, this does actually change the Z wave frequency and when trying to download a configuration which includes a Euro NevoConnect a frequency mismatch warning is displayed and the download stops.
