Extron and Inline (inlineinc.com) will both make you custom cable assemblies. I don't think that they have a dual DVI cable in 1 jacket, but if you can have 2 seperate jackets, this shouldn't be a problem. I don't think that DVI will work (officially) to 25' but like anything, you can try it and take your chances. In an absolute must have situation, I've used an Extron converter for DVI that digitally transcodes and extends the DVI signal much further (without converting to analog).
