The tech does exist and I'll bet that you can actually get it down to around 10 meters, but would it be cost justifiable is the question.
I found it odd for it to be public, but the cell towers and companies have the feature. It does not really cost much if anything. The cell towers need to know where you are and in what direction you are traveling in order to switch the call from one tower to the next.
Like industria_living pointed out in the city you can pin point much more easily then in rural areas because there are many more cell towers for a given area. This is for three reasons
1) more people are talking on the phone (or using the limited BW of each tower)
2) there are more obstructions (buildings, electro magnetic waves....)
3) the distance is reduced
