In some cases the dealer must work through a portal.  If there is not yet an active Internet connection at the site working there is tricky. Worse, if you don't give the manufacturer enough business, your customers can be assigned to another dealer in the blink of an eye. In an effort to protect the manufacturer's reputation I could justify dropping an unethical or inept dealer, but not for missing a sales target arbitrarily assigned by the manufacturer.
