Every time that has happened to me it was a bad wire/Crimp where the POE would work but not data.
This can be puzzling in a partially wired mesh. I had a similar situation with Sonos on the wired network. During some construction the wire to a switch was damaged, a Sonos unit connected to the switch figured this out and was supplying connectivity to the switch via its Sonos wireless mesh connection. Everything wired to the switch worked, but the speed was much slower than expected.
