You need a "dongle" for later models (available from your distributor), but the Samsung's that I've seen all support RS-232. You may need to get into the service menu to enable this.
Any TV that supports an "App" must have IP control at some level. Being able to use this IP control in a 3rd party App or control system is separate issue.
