I notice you are using a Global Cache iTach - I am using one and had problems controlling the S1700.....
Couple of things to note:
1) You need to repeat the IR code 3 times - this is apparently common/required for Sony IR codes
2) The bundled IR emitters include a visible red led to indicate transmission - the S1700 seems to not like these
I used a normal emitter, installed internally behind the IR receiver - couple with the 3 x repeats and the codes from Global Cache and it works for me
