Im looking for the cheapest efective way to control my home theater using IP remote through an Android tablet.
My components are: Denon X6400H receiver; Zidoo Z9S Media Player; Roku 4K Premiere; Samsung 2019 Q80 TV; Liberty Cablevision PR cable box.
Please help me find the best and simplest option.

Look into the company Video-Storm.com and their product IRSUB. That might be helpful for you. I control my Pronto 9800 with their IRSUB from Video Storm to provide an android based device (e.g. Fire TV Cube) to receive IR over TCP/IP.
