The Leviton 16383 actually does not require a neutral wire like the PCS switch does. The neutral wire connection on the 16383 is optional.
Present electrical code in the United States does not require that a neutral wire be run to wall switch boxes. However, many builders run a neutral wire to each switch box anyway because certain switches do require a neutral wire. Look for several white wires connected with a wire nut in the switch box - these are the neutral wires. If you only see 2 black wires and a ground, then you don't have the neutral. The Leviton switch will still work however.
If you already have 2 switches controlling one light, this is a 3-way circuit. You use the Leviton 16383 as the "master" switch, and a much less expensive "slave" switch for the other. No additional wiring is needed.
