What is the best way to check to see if I left my garage door open remotely ? Could I place a phone call and check it using X-10 technology.

There is probably something you can have answering your phone to interface with an X10 controller. I'm not aware of it though.
Another thought occured to me though...
When your phone rings it "closes" a circuit to ring the bell. I'll bet you could tap that circuit and wire it to an X10 module (sorry, don't know the model number) that would send an X10 signal out whenever the circuit was closed. If you had an X10 universal module set to the same device number, and arranged to always close the door when activated, then a phone call and one ring would be all that would be needed to make sure the door waqs closed. Any ring of the phone throughout the day would try to close the garage door.
Of course, there may be times when you don't WANT the garage door to close. You'd have to figure out how to have an "override" switch in the system somehow. It could be nasty to have the phone ring while you're taking out the trash via the garage. The garage door would close, and you might get stucjk outdoors without a key. Oh well. ;-(

(Presuming what you really want is to be able to remotely close the garage door)
How about... An X10 telephone responder to answer the phone and generate X10 commands... A universal module (UM506) in parallel with your in-the-garage door control switch, in dry contact closure mode, to activate the switch... But you don't want anyone with an X10 RF transmitter to be able to open your garage door. You need to enable the UM506 only when the garage door is open. Put a normally open switch in series with the UM506, which is closed only when the door is fully raised.
This will allow you to send a signal that will close but not open the garage door.
