I have been trying to teach the 3100 commands and it appears to take them, but there is no beep sound (unless I can't hear it.) I have enabled the beep.

You can't enable or disable the beep when learning. If it takes the command, it should beep once. If it doesn't take the command, it will beep twice and NG will flash. Also, if the command is learned, the button or label won't blink any more.
Can you hear the beep when it is enabled and not in learning mode and press a key? If so, it is working, but if you don't hear it there may be something wrong with the 3100 or, dare I say it, your ears.

it could well be my ears if the beep is like the pezio alarms, etc - I can't hear them
