Can this be done? i have a ccf file and id like to program those functions on my rm-av3000. i appreciate it thank you :)

No, can't be done.
Well, unless you can get ahold of a remote that supports CCF files (like a Pronto) or Pronto hex codes (like a Pronto or MX-700), download the commands to that remote, and then have the RM-AV3000 learn the commands.
