I'm trying to figure out what remote to buy and am considering an RU980 (TSU7000).

However I can't figure out if it's possible for the pronto to remember the current state of a device - ie, if it's on or off, or what channel the amplifier is set to etc, and then have commands execute only if certain states are set.

I'm playing with ProntoProEdit but can't see anyway of making this happen...

No, you can't do that. :-(
Only way it to always have/keep the devices in a known state, except you have discrete codes for the needed functions.

Control freaks excel here.

Discrete codes make control pretty easy, but there aren't discretes for power on everything. You have to think of what state you have told the device to be in and depend on the codes to put it there. If there are not the discrete codes you want....

Every OFF macro has to, for instance, issue a DVD PLAY command to be sure that the DVD is turned on, then issue a POWER command to turn it off. A POWER command wouldn't work because you would not know whether it was on or off before the macro. The POWER command is issued after the proper time, maybe as much as six seconds, has elapsed. The occasional DVD player will reliably turn on with the eject button, so you have to open and close the drawer on every shutdown; I had to do this once. It looked real dumb but it worked.

you are looking for the kind of control that only remotes like crestron, amx, etc. are capable of doing. the reason that these can is because they have 2-way communication between touch pannel and controler with the controler hooked up with either rs-232 directly to your a/v equipment , video sense modules, and/or other ad-on modules.

very complicated programming compaired to pronto edit
