That method can't be made to work on NG Prontos.
If PENG gives you access to direct control of duration, that should do the job more easily. Get rid of the 14 holds and just have the one signal with specified duration.
The 900A form of the signal should work just as well as the 0000 form.
Maybe one of the other experts here will tell you where/how to program duration in PENG's GUI.
