Yes, you're right. And no, you don't need to do XML for this.
I've taken a few discrete codes (for power on and power off of a few devices) from the file area of remotecentral
(here:

and taught my 768.
Because the Harmony remotes use state variables, they're not supposed to need discrete codes, but they can still be useful to make things run faster and more reliably.
It took me a while to find the right menus on the Harmony website. I wrote down how to do it so I wouldn't forget it. Here's what I wrote:

1. Go to Advanced Mode. Scroll down and choose
"Visit the infrared analysis center"
2. On the Visualize Infrared page, click Manual.
3. Under Data Type, choose Pronto. Copy the hex code
and paste it into the Data Value field.
4. Should give message
"Converted from Pronto format successfully!"
Click on "Next".
5. Click on "Select an active Device".
6. Click on the device the code is for.
7. In the box next to name, give a name for this function, e.g. PowerOn. Click on "Add".
8. Should give message
"Command added successfully."
Click on "Next".
9. To check that it's there, go to
Home>The device in question>
More Options>Learn infrared commands
The command should show up with
Origin "Your original remote".

After you've done this, you need to tell the system you want to use these new functions for power on or off, or selecting inputs. Under devices, go to the device and "More Options", then "Adjust Inputs" or "Adjust power settings" depending on what kind of discrete code you taught it.
