The information you posted cannot be used by itself to learn anything about the correct Pronto Hex.

I believe that relates the key named "0" to some IR signal that is internally numbered "00", but it says nothing about what the signal numbered "00" looks like in IR.

Relating actions to keys is even further removed from the IR signal.
I did a search of JP1 and RC forums and found only one thread with useful information on the structure of the IR signals:
[Link: remotecentral.com]That thread links to a CCF file that may have most of what you need. It also had my promise to update DecodeIR.dll and/or MakeHex to support this protocol. I said that before finding out how much more difficult this protocol actually is than it appears at first glance.
In that thread, Jon (jarmstrong) wrote a detailed description of the protocol structure. But it's written in a form very few people could understand. I'm the primary one who is supposed to understand that and it wasn't easy for me, since this protocol is so ugly.
I don't have time today to add MakeHex support for this (which would be the simplest way to provide what you requested). I don't know if/when I will have time.
