I just tried to learn IR codes from another air conditioning unit remote and resend the learnt codes to the AC unit with the Harctoolbox dongle and IrScrutinizer and it worked.
I'm not sure why I can learn the IR Power On command from my Panasonic TX-40DX700B TV remote but it won't switch the TV on when I transmit the same learned code.
So the question of why your Pana does not react to IR remains. (Possibly start another thread; Pana experts may not read this?)
My guess is that the remote sends IR + BT/RF in parallel, and your TV is only configured to listen to the latter. After all, IR control is considered legacy.
I have been using a Hammond 1593KBK with a 1593PIR10 IR panel. I mount the emitters and receivers directly behind the IR panel. Got the idea from the IRClone-MX programmer for the URC Home Theater Master MX500/600s
