To make a long story short, as of right now things are working well. It seems all of my issues are were on windstreams side. They had my stack provisioned incorrectly on their end. They fixed the stack and I made one change on my end. I unchecked the MTU box. It defaults to 1500 and I can't seem to get a definitive answer as to what windstreams MTU is in my area so I figured unchecking it couldn't hurt.
I did replace the router and the modem just to be on the safe side. however it was still dropping off until windstream made the changes on their end.
