I would like to know if the OP has each room and the remote for that room programmed and fully functional. Based on the OP’s post it appears there is some learning to be done in regards to how the RF base stations and remotes work together.

The power control could be done with X10 but that would require procuring used X10 IR-to-X10 interfaces (IR543), phase couplers and noise filters. An alternate to the IR-to-X10 is a IR ISY with a PLM.

IMHO, this project is beyond most DIY’s using IR only devices. As Brad mentioned, this is for URC TC or the soon to be Allonis (here).

My home theater is 100% IR control (MX-980), X10 controls all the lighting and power control for several devices. Have 15 Unit numbers in use, made much easier to use by a X10 computer interface.

Have a lot of X10 at my house. Also use several Z-Wave devices, ZigBee devices, Google Mini’s and Amazon Dot, Cube.

Sorry folks, my setup was up in the air for a minute but it's settled now.  
Just realized that my Whole House amp has RS-232 control.
So, I'm now researching URC base stations with RS-232 capabilities.

 
Room 1 =
  • Video source | HTPC
  • A/V Receiver | Denon AVR-X4300H
  • Projector | Epson 5050UB 
Room 2 (control room)=
  • HDMI matrix | AVPro AC-MX44-AUHD
  • Video source | Nvidia Shield Pro 2019
  • Whole House Amp | Monoprice 10761 With RS-232 control 
  • HDTV | LG LG75UM7570PUD
Room 3 =
  • HDTV | TCL 40S325
  • Two computer monitors
Room 4 =
  • HDTV | VIZIO V405-H19
  • Two computer monitors

 
The Smart-Strip won't work for powering on the monitors because they are at extreme ends of the room from each other and the TV.
But I really like the IR controlled relays suggestion, thanks!  Will be looking at that very soon.
Max cable length between the control room and other rooms is about 40'.
I've got an MX-990 for my main viewing room.  
And an MX-980 for each of the other rooms.
The 990 is the only one that's really set up right now.

I really wanted the little single-gang TKP-1000 in-wall for my Kitchen but just realized it's Total Control.
Bummed, because it was the perfect size for my spare single-gang next to my whole-house wall pad.

I do have a PoE switch and the ability to route more cables as needed.

Okay, just learned there is no way for my MX-980's and MX-990 to control a device via RS-232. I'd have to use one of the network remotes and I don't want to.

So, I'm back to controlling my whole house amp via IR to each individual wall control pad.
So, now I've got to buy a bunch of IR receivers to wire up to the terminal pad for external IR sensor on the wall pads.
