I don't know anything about the VL610, or how one describes functions to it. But the Yamaha RX-V1400 accepts both discrete On and Off commands, and also a Power toggle command.

Discrete On is NEC1, device 122, function 29
Discrete Off is NEC1, device 122, function 30
Power Toggle is NEC1, device 122, function 31

We can turn those into Pronto Hex format if that is what is needed. How does one describe different functions to the VL610?

The VL610 does not have any way to accept specific code like most URC/RCA remotes. So when I needed to program discrete ON/OFF for Sharp Aquos TV, I've had to use the URC-8820N to program these codes and teach them to the VL610.

I think for bobcat to program the TV button to turn on/off all devices, the Power toggle must be taught to the VL610 somehow. It sounds like because of Yamaha remote only has Power discrete ON/OFF, the VL610 database did not provide Power toggle, so we'll have to teach it using a different remote such as URC or RCA remotes.

EDIT: See 3FG's post below for clarification regarding OFA and RCA remotes that accept advanced codes for individual buttons.
