Yes, in the scenario you describe, Navigate - would not work. In a case like that, I would probably make my multi-page Options Menu screen that presents jumps to pages of sub-options. You could then have a Back button on each sub-options page which simply performs two Navigate - jumps, returning you to the page where you started. In this case, your Back button would always return you to the original page you started from, not to the Options Menu.

It's not perfectly elegant, but it would accomplish the desired result.
