I have a link to the device manufacturers
supposed specs on this device. Can you make sense of what
the code is supposed to be?

That PDF file clearly states the 44 for Discrete On and the 37 for discrete Off. It clearly states the 96 for every other function. But the notice "HD M-4100SH, HD M-5100SH Only" for the discretes takes up the place the 96 would have been in the table.

So it is a reasonable guess that the discretes use 96 the same as all the other commands, especially since that worked for discrete On.

I don't have any idea why the documented discrete Off didn't work for you.

However, notice this comment in that other thread:

The second code (900A 006D 0000 0001 20DF 4EB1) will only turn the unit off.
If the unit is off it has no effect no matter how many times you press it.

That code (which is not the documented discrete off, but the second half of the documented power toggle) is acting like a discrete off for that model. Maybe it will do the same for your model.

In the form of Pronto Hex that Universal Browser understands, that code is:

0000 006D 0022 0002 0157 00AC 0015 0016 0015 0016 0015 0016 0015 0016 0015 0016 0015 0041 0015 0016 0015 0016 0015 0041 0015 0041 0015 0041 0015 0041 0015 0041 0015 0016 0015 0041 0015 0041 0015 0016 0015 0041 0015 0041 0015 0041 0015 0016 0015 0016 0015 0041 0015 0016 0015 0041 0015 0016 0015 0016 0015 0016 0015 0041 0015 0041 0015 0016 0015 0041 0015 0689 0157 0056 0015 0E94
