I believe that OTAHD is correct, they can give you the
updateable software, but they don't have to. URC leaves
it up to the CI or AD to determine which software they
provide.
And they can send you to URC's website to download the nonupdateable software, using the serial number that comes with the purchase of the remote
from an authorized dealer. So, the retailer doesn't have to provide any software.
