I spent hours searching likely "spare" codes but
with no luck so far.

You understand the system enough to know what all the spare codes are? (Otherwise, see below)

Be aware that Toshiba is the brand with the most reports of serious damage to TV's from testing IR codes that weren't on the original remote. So far as I know, most of those reports were several years ago. I hope Toshiba figured out they had a problem in that area and fixed it and new models aren't as easy to damage that way. I hope that, but I have no information that it is true.

If I had a new Toshiba TV, I would not test unknown commands, even though I did test all 256 commands without harm on my old Toshiba TV (before I knew better) and I continue to test all 256 commands on almost all IR controlled devices I buy of other brands and types.

Codes are very short - typically 900A 006D 0000 0001 40BF
00FF (code for button "0")

"Typically"? Or always?
I would expect they all start 900A 006D 0000 0001 40BF then they have the two hex digit command number (00 through FF) and the two hex digit check byte (such that command plus check is always FF).

With no discrete power on, use "0" to guarantee power
on,

I wish that worked on my old Toshiba TV (which uses this same basic set of IR signals and has no discretes).
