I think this has to do with retrace timing. I installed a DTC-100 for a client who already had a Vega. The DTC-100's setup included a setting for use with the RCA VGA to Component adaptor, and we got rid of that problem when we set the DTC-100 correctly and adjusted the pot on the adaptor for the best picture.

We still had a problem: the picture proportions were never correct on the Vega's HD input. We changed to another brand of adaptor ON THE RCA REP'S ADVICE, and while we did not have the noise that you have, the proportions still are not right.

Does anybody have a solution for that? Thankfully the client bought the TV, DTC-100 and RCA device from The Good Guys, so it is ultimately not up to us to waste more time on it. We have already eaten about four hours on various days trying various things.
