If you use a built-in setup code or an upgrade or a KeyMove then the toggle bit works right in RC5 (and RC5x, RC6, RECS80, Thomson and other toggle bit protocols).
But if you learn the signal the toggle bit doesn't work. Some other brand learning remotes sometimes recognise toggle bit protocols in learned signals and automatically translate to a form where the toggle bit works. The OFA remotes don't. If you learn the signal you get only one toggle state.
If you have a device using such a protocol and don't know what setup code or upgrade it needs, so you can only get the signals in via learning, then you need a JP1 cable so you can decode the signals on a PC and convert them to a form where the toggle bit will work. (But if one of the experts like MR_E recognises the model and tells you which upgrade you need, then you can skip all that).
