On your laptop do you connect a WinCE or Palm type device to the serial port? I found out that those devices have a little applet that runs continously and holds onto the serial port and if your laptop is like mine, you only have 1 serial port to begin with. Thus another device using that serial port cannot communicate until you turn off that applet.
