What device code are you using for the Panasonic VCR? Is it one of these: 0162, 1062, 1162 or 1262? These are all basically the same code with different button layouts. I use 1162 and the PROGRAM function is on the PROGRAM button.

First off, try the other codes and see if you can find one that is mapped better than the one you are using. Either way, there are advanced codes on my site, so you can simply program the button yourself.
