Well I solved the problem. It was as simple as switching the docking station to a different USB port that was using a different USB connection/controller on the Motherboard.

Most motherboards have several USB "Headers" so that there should be little interaction between them. I suspect there are multiple "USB controllers" each terminating in one of the MoBo headers.

Placing the Dock into a different USB port under a different USB controller is what I believed solved the problem I got the hint when I plugged the Dock into a front panel USB port which I know is on a different USB Header/controller. Did not change anything else.
