In the Manual i found this instructions:
1) Select a Combi-Control combination:
Press "Magic" Button for 3Seconds ;
Press "Combi Control" Button ;
Press a Number: 1 (for TV+SAT) or 2 (for TV+Sat+Amp) or 3 (for TV) ;
2) Press "Combi Control" Button to active.
Now it should work and should flash/light every-time you press e.g. "Volume Up".
For "Master Power" you should press the Power Button long time.

Alternative solution:
If it's still not working: use a "macro".
In this Macro you program Power-Off one device, then the other device.
