The daisy chain MRF-350 is for RF. IOW, one RFX-250 can be daisy chained to two or more 350 and/or MSC-400. The IR In is just distribution to all flashers.
If you have 4 RFX-250's then there is no need for a RF daisy chain.
If room 4 remote can be received by room 1 RFX then program room 4 remote to have device TV send control to room 1's 350 address. If have duplicate TV's in those rooms then duplicate the TV's in the remote and set the address for each TV.
If it were me I would set room 1's 350 to address 1, room 2 to address 2 and so on.
