I'm on TVOS 15.3 (latest as of today). Yeah, not sure why Menu doesn't work for me. I am going through an RFX9600 and a Xantech connecting block, in case it makes a difference (should not, but once in a blue moon, it does). Anyway, for now, I'm using a Dune IR Menu command that I taught my Apple TV.

Anyway, thanks for the IR codes. The Power On, Power Off, and Control Center commands are especially useful!
