A little more research found the solution, big THANK YOU to stefan32 who posted this in another thread about a different URC remote.

"Just in case someone has the same problem here's the solution

Type services in the search box in windows 10

Select Services, Select "Windows Mobile-2003 based device connectivity, select log on tab, unselect "This account", select Local system account, the check off Allow service to interact with desktop"

AFTER the top install/settings were still not communicating, I made the changes under Settings and everything works normally!
