I just got the cure. I called Pro Control and talked with Technical Service. Sorry, but I don't remember the name of the guy I talked to.
He told me that the zero of the codeset I was using has some "extra garbage" on the zero, and I should use a different codeset.
The proper choice was "IPN/VPN/ISB and CIS (IPTV) Series." I told him I was keeping this system alive and had not programmed any Pro Controls for a couple of years and he talked me through all the steps needed to put the zero from this codeset in place of the bad zero from the other codeset.
It was done in about five minutes.
