If it's the new GUI, remotes, and small client boxes; then your customer is a Cox beta tester for the new Contour system. It's a licensed version of the Comcast/Xfinity x1 setup.
The remotes communicate with the boxes via RF only (though IR is on board for communicating with the TV) so you can't learn the codes. The boxes do accept IR.

Ding ding ding! We have a winner. The client is in the beta of the new Contour 2. They read me a letter from the engineering department that the new boxes do not have an IR capabilities at this point and due to the amount of responses from customers with Harmony remotes not working, they are actively working on a fix. It blows my mind, if this is true, that they overlooked something so critical.

Database codes can usually be found under comcast/Xfinity, listed as the X1 system. If it's urc's database, you will have to mix and match codes from the IR, RF, and IP options. I found the IP codes worked best.

The control system is an mx890 and mrf260. IR only. Cant mix IP ETC commands.

The boxes are the CISCO 9865HDC.

Thank you for the reply and info!

With things like this and the new Apple TV/siri I fear the future of the control system.
