I was able to put together a device for the MX-980. I posted it in the Files > URC Graphical > Devices > Microsoft > Game System portion of Remote Central. I'm still tweaking it, but I have been able to use it for the last several weeks.

I used the NEC codes posted in this thread, and Harmony remote to learn the other codes and got rid of most of the double jumps. The discrete power is not working along with other commands.

I'm sure that there is a better solution, but this is at least a starting point for me. Hopefully Microsoft will update the Xbox One to allow better control.
