Well, after posting this I continued my research and came across this post:

So I grabbed the IR remote from my ViP-211K (VIP211 VIP211K) from the bedroom and tired these commands out on the ViP-922 (VIP922 VIP922K):

1. Press and hold SAT mode button until all mode lights are on.
2. Press POWER button.
3. Press Volume Up to transmit discrete on code.
4. Press Volume Down to transmit discrete off code.

... and it worked!

Therefore, I was able to program discrete Power On and Power Off into my Harmony One and Harmony Link remotes so that both can be used in the family room at the same time without shutting off the 922 if the other one had turned it on.
