Doubtful that it has discrete on/off. But the above is not valid Pronto Hex. Here is a possibility.

Here I've moved two hex numbers to a different position and the revised version decodes to NEC1 device 136, function number 91. There is no way to tell if that is really the correct code for Power toggle. If you do get a correct learn, you could search by trying all 256 possible function numbers for such a NEC1 IR protocol.
