Regarding toggles, OrtekMCE doesn't use a toggle exactly. The actual IR protocol uses two bits to describe 3 states: 0 for the first frame, 1 for all intermediate frames, and 2 for the last frame. Pronto Hex is only capable of describing the first two states, but most equipment will still work with that.

I have no idea why OrtekMCE didn't show up in IrMaster. It is there in my copy, and I just downloaded it again--still there--IrpProtocols.ini Oct 2, 2011. The various protocols are listed alphabetically.
