No, that's way too difficult.
After you've imported your learned hex into IRScope, go to IrMaster, choose Protocol as OrtekMCE, enter the device number (21) under D, and the OBC (16) under F. Then click Render. The contents of the text box is the desired clean Pronto Hex.

Or, if you want a whole range of OBCs, enter as above using the smallest OBC and then instead of clicking on Render, click on the Export tab. Enter the largest desired OBC there, and click on Export. That will write a text file for the entire range of OBCs.

You don't have to use IRScope at all, but if you have a group of learns, it is easier to see the patterns of function numbers, and may clue you in if a decode is spurious.

If you just have a single learn, you could paste it into IrMaster, and click Decode. Then use the decode information shown at the bottom and select the protocol, device, and function number as above, and click on Render. Make sure you enter in this information manually between the Decode and Render steps, or it will render the first protocol in the list with a 0 device and function number.
