Nevermind. I got it. I had to take the IRP shows in IrMaster after importing the .ict file and create another 'Protocol' in IrpProtocols.ini. Once I did that and set 'D' to Device 21 and F (aka OBC) to 16 as shows in IR Scope, the Rendered code worked!
