Not exactly.

Google presents an ad for Parts Express. There are five illustrations of products. I click on one, info on that product comes up. I hit BACK, am taken back to RC web page but not to the ad.

I'm guessing, then, that though there appears to be one ad with five sections, there are five separate ads that just look like they're under one ad.

did not see the add but no. parts express has one add but they created 5 sections with individual links to 5 items (from what you said)

this can be resolved with 4 options

1) (my favourite) parts express can redesign their add to open in a new window/tab

2) parts express can redesign their add more intelligently where it brings you to a page with all 5 items

3) you can be proactive and open in a new window/tab

4) search part express for that second item that caught your eye.

The issue is you want google to read both your mind and that of parts express.

what I mean by that is at the end of the day if you clicked on an add 99% of the time you did what you wanted and left so there is no need to bring the same ad up again, on the other hand if you saw the ad and you were not interested (so you did not click it 99% of the time you won't be interested in it a second later so why show it again.

It just makes sense every time an ad loads for it to be different.

I was reading an article on another website about Whiskey and Audio review.

Click over hear and hears and add with a woman face down next to a bottle of whiskey promoting addiction recovery.

Never seen it before till this very moment.

Right, that's the Google tag.  You'll see them for up to 30 days.

I read an article the other day about an advertiser who swears that Facebook is listening to people...His claim was that he'd talk about something (without searching for it) and shortly after he'd start seeing ads for the product.

This is a guy who understands how it works because he does it for a living...That being said...I don't know if he's bat sh!t crazy or not.....

So, he does a test...He finds a product at home depot that he'd have no reason to ever search for.  It's some sort of crazy foam sheets.

So, for a week he'd just randomly say "foam sheets"...But never searched for it.

Within 3 days he claims he started seeing ads for that exact foam.

Again, I don't know if he's crazy, looking for attention, or telling the truth.

Have had this happen many times.
In particular the wife and I were in the car talking about a one off obscure BBQ joint and when we picked up our phones the BBQ joint was on both our Facebook feeds.
To further clarify the topic, one of my clients business writes software that does just that I found after I mentioned the subject to him.

And unless you can take the battery out of your phone, its never really totally off, what other reason would they have to stop your from changing your own battery?

That can also be accomplished by geo-targeting. Not necessarily sure an obscure bbq joint is footing the bill for geo targeting, but it's possible.  So, for example if you guys were within X miles of that address you'd see the ad because you're within their driving distance.
