I'm sure you could purchase or download a network sniffer and figure things out. I doubt that Philips would ever share the protocol as if they did so, and others wrote to it, then applications have the possibility of breaking when firmware is updated.
So, don't hold your breath. If I were Philips, I would not publish the protocol but maybe provide some SDK functionality in the future. No official word on an SDK for developers
I got very, very lucky getting my 9600 to work with my home-brew media player. I first wrote a test program in Java to try things out and indeed found a few bugs in the 9600 of which, most were addressed but there were a few cosmetic ones that will come later (sorry, can't recall all the details).
