Yes, however, I think you meant zone 3.

I have not yet tested this.
It is proven with the 4306 that the Network, iPod and USB controls that use Genre2=1000 do not work unless zone 1 is on.
3) If you transmitted them with Genre2=1000 they wouldn't

I have no idea. I will test this when I have a 2807 in front of me (next week).
If changing the "zone genre" opens the door for controls of these newer features, it would be a big deal.
I have been tinkering with Dave Swindell's 4306 PCF to create master Denon code pages that include all available commands (he was missing a few). I will upload it once I have resolved a few more items and thoroghly edited it.
