I recently finished a marina with 500 slips, and if you don't design the lay out right you are asking for problems. As far as your labor rates thats up to you. The thing that concerns me is your design. To do it properly you need to calulate your wire runs and taps to distrubute the signal properly. If your going to use all RG-6 you have 6 db of loss per 100' of wire. Using RG-11 and taps would be a better idea. Even with this design you may need to place launch amps in the design. RG-6 should only be used from the taps to the slips. Remember, at 500 to 1000' there is a big difference between ch 3 and ch 36, and it gets worse on higher channels. So do you math.
